Am I allowed to resend connection requests to investors that rejected my connection requests in the previous e27 Connect?

You are allowed to resend the connect request to investors after 7 days. 

However, investors reject the connect requests due to various reasons. We strongly encourage to send the connect requests when your company has accomplished a certain milestone in order for the investor to re-assess your request.
